BART&#8217;s revenue had been negatively affected by the economic downturn. The commuter rail system has rebounded strongly, though, and the San Francisco Chronicle reports that BART is contemplating San Francisco expansion plans involving stations in Bernal Heights and possibly Ocean Beach.
&#8220;Over the past few years, we&#8217;ve just been trying to keep our heads above  water,&#8221; Carter Mau, Executive Manager of BART Budget and Planning, told the Chronicle. &#8220;Now that we&#8217;ve recovered a bit, it&#8217;s time to start looking at  our future.&#8221;
That future might include some convenient new transit perks for owners of homes in Bernal Heights and homes in the Outer Richmond.
The proposed Bernal Heights and Ocean Beach BART stations are unrelated expansion proposals, and neither is contingent upon the other. A betting individual might be more inclined to wager on the proposed Bernal Heights station becoming a reality.
The theoretical Bernal Heights BART station could be built in to the current BART line, between the 24th Street Mission Station and the Balboa Park Station. The proposed &#8220;infill station&#8221; &#8212; a station built in to the already-existing rail line &#8212; would be located at Mission and 30th Street.
The BART-to-Ocean-Beach proposal, called &#8220;BART to the Beach&#8221;, would be a far larger and more time-consuming infrastructure enhancement. If enacted, this plan would build BART stations beneath Geary Boulevard, through The Richmond District, with the line ending at scenic Ocean Beach.
&#8220;I’ve  always said you could get to downtown San Francisco quicker from  Richmond city than from the Richmond District&#8221;, BART Director James Fang told the SF Examiner. Fang projects the proposed Ocean Beach line would take seven to eight years to complete.
Additional proposals for new BART stops outside San Francisco include stations in Oakland&#8217;s Jack London Square, Livermore, Brentwood, and Crockett.

		<description><![CDATA[What neighborhoods come to mind, when you think about buying a condo in San Francisco? The SOMA and South Beach are probably the most well known and referenced to. But there are others, that are worth taking a look at too, such as the Dog Patch. Just the name itself suggests that there must be something very alluring, and very cool about this little, lesser known part of the City. The first thing that stands out for this neighborhood is that it is logistically well situated. Located adjacent to the eastern waterfront of the City, it&#8217;s less than a mile south of the ever expanding and developing UCSF Mission Bay Development, and it is right off of Highway 280.

You will also find mass transit easily accessible from this neighborhood too, with the Third Street Line passing right through it. The Third Street Line makes for a quick trip to where the Giants play at AT&amp;T Park, and then for all points north of that. Such as The Ferry Building, where you can buy fresh produce at the Ferry Building Farmers Market, or maybe go to work in The Financial District.
Historically speaking the Dog Patch has some of the oldest homes and buildings in the City, all of which survived the 1906 Earthquake. Real Estate markets in cities across the United States have had a rocky few years. The combination of downtown overbuilding and the economic recession was a one-two punch that drove property values down and increased uncertainty in the major cities. As we head into the dog days of summer, there are strong signs that many cities have started to emerge from their dog markets and present a viable, and in many cases a very strong, investment opportunity.
There are industry-wide influences, of course. Prices are at very reasonable levels in most cities and interest rates are at or near historic lows. If rates increase, the same property will cost you quite a bit more. A good rule of thumb is for each 1% increase, there is a 10-15% loss in purchasing power for the buyer. It&#8217;s likely that over the next few years, rates will rise 2-3% back to historical norms and buying power will drop rapidly. For many investors, this means that the time to buy is now when prices and rates are low and buyers have power.
Rising rents in many cities have outpaced ownership expense, making a purchase more cost efficient than renting and also increasing the likelihood of strong rental income and a cash flow positive opportunity. Additionally, strong foreign investment in several top US cities, buoyed by stronger foreign currency, the continued security of American investment, and the cache of a US address, provide built-in demand for city properties.
We at CondoDomain.com are big believers in city real estate in general, but I highlight 5 cities where I believe the current opportunity is especially strong. My opinions are based on a combination of data, our agent experiences and client sentiment. This is not a scientific study but hopefully sparks some thought and adds some value. 5 &#8211; Los Angeles, CA
There are strong signs that the real estate market in LA has hit bottom and is starting to rebound. Downtown LA was hit hard with a huge amount of overbuilding and some of the worst economic and housing downturns in the country when the credit crisis hit. Jobs and the economy have begun to come back and the oversupply of condo homes downtown makes it a buyers market.
While downtown housing is still partially depressed, the neighborhood has become a vibrant and hip social scene in Los Angeles. Housing will catch up. Additionally, the new Expo line for the Metro Light Rail will make commuting for work and fun much easier. Phase 1 (from downtown to Culver City) will be open within a couple of months and Phase 2 (from Century City to Santa Monica) will be finished in a couple of years. This is the first time anything like this has connected to the west side, a huge development for LA&#8217;s car-attached culture. The train will run above ground and the route will be landscaped with bike paths and greenery. The city already has forward-looking loft/condo projects cropping up in anticipation.
With downright low prices available and good prospects for the future, Los Angeles is my first investment market to watch.
4 &#8211; San Francisco, CA
A second California city takes our number 4 spot. San Francisco has remained fairly strong even through the downturn and is bouncing back well too. Starting off there simply isn&#8217;t any more room to develop on the peninsula, and there is always going to be a strong demand for premium housing in downtown SF. This point is driven home by the fact that the city&#8217;s effective rents rose 1.2% (according to the Wall Street Journal 7/7/11), a figure near tops in the country. Mercer Management Consulting ranks the city as having the highest quality of life in the continental U.S., and the region is the gateway to the Pacific Rim. This means foreign nationals will be players in addition to domestic buyers.
Continuing, there continues to be huge venture capital money invested in the area (more than $6.3 billion just during the recession). Job growth is on the rise, lead by high tech and life sciences professions. Overall unemployment has improved a full percentage point in the last year AND job growth in the high income/skill sectors is among the best in the nation.
Remember that we are talking about the city of San Francisco only in this recommendation, and not the whole Bay Area. Strong business investment, high-end job growth, international players and high demand/low supply mean an opportunity worth taking a hard look at in my book.
3 &#8211; New York, NY
The New York City Real Estate market is unique &#8211; almost a living and breathing organism like the city itself. Prices are high, demand is strong, and supply is limited&#8230; at least that&#8217;s been the story for some time now. Even in the early recession, the city&#8217;s housing market stayed relatively strong, but pressure built and finally forced a moderate price decrease in some areas. The city is expensive overall, but there are pockets of opportunity. The premium neighborhoods like Central Park West, the West Village and SoHo remain pricey and sought after, but even within those there are some streets and buildings where the investment opportunity is strong. Then there are neighborhoods like the Financial District where tax abatements and other subsidies make for strong opportunity across the area.
Rents in NYC are increasing fast as inventory becomes more and more scarce. Combined with the buying opportunities that can be found, this should lead to some strong cash flow situations for investors. Landlords in the city no longer pay any broker fees in almost all cases, a sign that renting property at the high market prices is relatively easy these days&#8230; and it&#8217;s a money saver for investors. Finally, strong foreign investment from all over the world continues across New York City.
So my summary on NYC: pockets of great opportunity combined with what should be high demand going forward and great cash flow opportunities.
2 &#8211; Miami, FL
Miami is more than just a vacation spot. It is the gateway to the United States for all of Central and South America and it has become a major financial hub in our country and for the world. Foreign buyers are a force in the city and promise to continue to be so. The soft dollar increases their buying power and the Miami address brings big-time cache, convenience and business opportunity.
The massive overbuilding in the late 2000s hammered condo prices in South Beach and especially Downtown Miami. While prices have hit bottom and are now starting back on the rise, there are still lots of very strong opportunities. The city has invested significantly in the Downtown / Brickell area and the neighborhood is looking good with outstanding public spaces and resident resources. Restaurants, bars and shopping have all recently flocked to the area.
It doesn&#8217;t hurt investor prospects that Florida has no personal income tax and a low (5%) corporate income tax. So &#8211; low prices, great amenities, favorable taxes and a massive foreign demand? Yes, that&#8217;s good enough for number 2 on my cities to watch list.
1 &#8211; Washington, DC
The pulse of Washington, DC is politics, as we all know, and this same government sector also powers the local Real Estate market. With the Federal government in town and all the lobbying and legal work associated with the public sector, the District of Columbia has one of the lowest unemployment rates in the country. In addition, the city has a highly mobile population that turns over frequently. DC has one of the highest migration rates from other states, and there is a strong foreign component too. There is always a high demand from buyers and renters alike.
Unlike the other cities on this list, property values in most of DC have been on the rise for a couple years now, without becoming excessive. It is cheaper to buy in DC than to rent and it&#8217;s a city with one of the largest rent-buy discrepancies in the country.
Inventory is scarce in Washington, DC. The economy is strong and stable and demand promises to be consistent. Our experience is that listings are selling fast and for at-or-near list price, and the aggregate data backs us up on this. I expect all these positive trends to continue and grade DC as my top investment city to watch.

Miami is more than just a vacation spot. It is the gateway to the United States for all of Central and South America and it has become a major financial hub in our country and for the world. Foreign buyers are a force in the city and promise to continue to be so. The soft dollar increases their buying power and the Miami address brings big-time cache, convenience and business opportunity.
The massive overbuilding in the late 2000s hammered condo prices in South Beach and especially Downtown Miami. While prices have hit bottom and are now starting back on the rise, there are still lots of very strong opportunities. The city has invested significantly in the Downtown / Brickell area and the neighborhood is looking good with outstanding public spaces and resident resources. Restaurants, bars and shopping have all recently flocked to the area.
It doesn&#8217;t hurt investor prospects that Florida has no personal income tax and a low (5%) corporate income tax. So &#8211; low prices, great amenities, favorable taxes and a massive foreign demand? Yes, that&#8217;s good enough for number 2 on my cities to watch list.

The pulse of Washington, DC is politics, as we all know, and this same government sector also powers the local Real Estate market. With the Federal government in town and all the lobbying and legal work associated with the public sector, the District of Columbia has one of the lowest unemployment rates in the country. In addition, the city has a highly mobile population that turns over frequently. DC has one of the highest migration rates from other states, and there is a strong foreign component too. There is always a high demand from buyers and renters alike.
Unlike the other cities on this list, property values in most of DC have been on the rise for a couple years now, without becoming excessive. It is cheaper to buy in DC than to rent and it&#8217;s a city with one of the largest rent-buy discrepancies in the country.

Our experience is that listings are selling fast and for at-or-near list price, and the aggregate data backs us up on this. I expect all these positive trends to continue and grade DC as my top investment city to watch.

The combination of downtown overbuilding and the economic recession was a one-two punch that drove property values down and increased uncertainty in the major cities. As we head into the dog days of summer, there are strong signs that many cities have started to emerge from their dog markets and present a viable, and in many cases a very strong, investment opportunity.</p>
<p style="text-align: justify;">There are industry-wide influences, of course. Prices are at very reasonable levels in most cities and interest rates are at or near historic lows. If rates increase, the same property will cost you quite a bit more. A good rule of thumb is for each 1% increase, there is a 10-15% loss in purchasing power for the buyer. It&#8217;s likely that over the next few years, rates will rise 2-3% back to historical norms and buying power will drop rapidly. For many investors, this means that the time to buy is now when prices and rates are low and buyers have power.</p>
<p style="text-align: justify;">Rising rents in many cities have outpaced ownership expense, making a purchase more cost efficient than renting and also increasing the likelihood of strong rental income and a cash flow positive opportunity. Additionally, strong foreign investment in several top US cities, buoyed by stronger foreign currency, the continued security of American investment, and the cache of a US address, provide built-in demand for city properties.</p>

<p style="text-align: justify;">There are strong signs that the real estate market in LA has hit bottom and is starting to rebound. Downtown LA was hit hard with a huge amount of overbuilding and some of the worst economic and housing downturns in the country when the credit crisis hit. Jobs and the economy have begun to come back and the oversupply of condo homes downtown makes it a buyers market.</p>
<p style="text-align: justify;">While downtown housing is still partially depressed, the neighborhood has become a vibrant and hip social scene in Los Angeles. Housing will catch up. Additionally, the new Expo line for the <a title="Metro Light Rail" href="http://www.metro.net/projects/exposition/" target="_blank">Metro Light Rail</a> will make commuting for work and fun much easier. Phase 1 (from downtown to Culver City) will be open within a couple of months and Phase 2 (from Century City to Santa Monica) will be finished in a couple of years. This is the first time anything like this has connected to the west side, a huge development for LA&#8217;s car-attached culture. The train will run above ground and the route will be landscaped with bike paths and greenery. The city already has forward-looking loft/condo projects cropping up in anticipation.</p>
<p style="text-align: justify;">With downright low prices available and good prospects for the future, Los Angeles is my first investment market to watch.</p>
<p style="text-align: justify;"><strong>4 &#8211; <a title="SF CondoDomain" href="http://sf.condodomain.com/" target="_blank">San Francisco, CA</a></strong></p>
<p style="text-align: justify;">A second California city takes our number 4 spot. San Francisco has remained fairly strong even through the downturn and is bouncing back well too. Starting off there simply isn&#8217;t any more room to develop on the peninsula, and there is always going to be a strong demand for premium housing in downtown SF. This point is driven home by the fact that the city&#8217;s effective rents rose 1.2% (according to the <a title="Wall Street Journal" href="http://online.wsj.com/home-page" target="_blank">Wall Street Journal</a> 7/7/11), a figure near tops in the country. Mercer Management Consulting ranks the city as having the highest quality of life in the continental U.S., and the region is the gateway to the Pacific Rim. This means foreign nationals will be players in addition to domestic buyers.</p>
<p style="text-align: justify;">Continuing, there continues to be huge venture capital money invested in the area (more than $6.3 billion just during the recession). Job growth is on the rise, lead by high tech and life sciences professions. Overall unemployment has improved a full percentage point in the last year AND job growth in the high income/skill sectors is among the best in the nation.</p>
<p style="text-align: justify;">Remember that we are talking about the city of San Francisco only in this recommendation, and not the whole Bay Area. Strong business investment, high-end job growth, international players and high demand/low supply mean an opportunity worth taking a hard look at in my book.</p>

Ghirardelli Square, located in the Fisherman&#8217;s wharf area of San Francisco (900 N. Point St. Sf, Ca 94109), is today a landmark location with a portion of the area being registered on the National Register of Historic Places as Pioneer Woolen Mills and D. Ghirardelli Company. In 1849 Domingo Ghirardelli relocated from Italy to San Francisco during the Gold Rush Era to make his fortune as a chocolatier. He made the realization that the miners in the field were in need of something grand to spend their hard earned gold dust on. He capitalized on this opportunity by keeping his local shop fully stocked with a generous selection of chocolate treats. He proved himself right and found himself extremely successful. In 1893 he went on to purchase an entire San Francisco city block for the purpose of creating the headquarters for the Ghirardelli Chocolate company. However, in the early 1960&#8242;s the Ghirardelli company was bought by the Golden Macaroni Company which moved its headquarters to San Leandro, CA and sold the square to San Francisco natives William Roth and his mother in 1962.
The Roths went on to hire architects and converge the square, and its historic brick structures, into the beloved restaurant and retail plaza that it stands as today. This was the first major adaptive re-use project in the United States. As of today Ghirardelli Square stands as a favorite of San Francisco natives and tourist alike, with its upscale shopping, fine dining, wine bars, spas, live entertainment, and more! He capitalized on this opportunity by keeping his local shop fully stocked with a generous selection of chocolate treats. He proved himself right and found himself extremely successful. In 1893 he went on to purchase an entire San Francisco city block for the purpose of creating the headquarters for the Ghirardelli Chocolate company. However, in the early 1960&#8242;s the Ghirardelli company was bought by the Golden Macaroni Company which moved its headquarters to San Leandro, CA and sold the square to San Francisco natives William Roth and his mother in 1962.</p>

Not only are they serving small well priced pockets of heaven but also things such as Spanish potato salad which consist of roasted potatoes, carrots, bacon, hardboiled eggs, parsley, peas, and lemon aioli, in addition to serving traditional Argentine desserts. Continuing along our journey, we now find ourselves in Noe Valley. You must love books and/or artsy design in order to appreciate this next place. Press Works On Paper located at 3492 22nd Street at Dolores St, puts a snazzy and unique spin on book buying while presenting items such as hard to find art, graphic design wrapping paper, vintage staplers, tabletop made letter pressed cards, out-of-print and hard to find fashion books, and of course several classic novels, this is truly a place where book worms and fashionista&#8217;s unite!

Our next stop isn&#8217;t just designated to one particular area of the city. SF Chefs, San Francisco&#8217;s premier food, wine, and spirits festival presented by Visa Signature is set on Union Square as well as various other venues around the city. It allows attendee&#8217;s to mingle with master chefs, mixologist, and winemakers as well as eat, drink, and indulge in a good time all in the name of gourmet dining. The events begin July 9th and carry on until August 7th. (photovia sfchefs2011.com)
And our final stop brings us back to the Mission District where housing activists organized and performed a rally to raise awareness and call attention to an abandoned 43 unit Mission District building. The group of 50 some odd activists put on this demonstration with the intent of calling the community to reclaim what they referred to as &#8220;a waste of housing&#8221; with hopes of reclaiming that vacant property for homeless families and individuals. With the economy still residing on the grounds of uncertainty and the amount of citizens finding themselves unceremoniously put out into the streets due to lack of funds, you can&#8217;t at all fault this group for their admirable demonstration. It is our hope that these heart felt efforts didn&#8217;t go to waste and the valid point of this entire rally was conveyed well enough to be heard, understood, and tended too by those capable of handling these matters. As we&#8217;ve stated before it&#8217;s difficult to keep account of all the new and old establishments that find a home in the city of SF. But not to worry, Condo Loft Talk will always provide a healthy list of places to see and be seen. This week in Condo Loft talk we have bears, bulls, bars, The Brooklyn Circus, and a Factory!
We&#8217;ll begin with&#8230;
The Factory: a unrestricted retail space, where seasoned and new designers alike are given the oppurtunity to transform idea&#8217;s into custom pieces or, if you&#8217;d like, a full on collection. Whether it be just for fun, the jump start of a dream, or to venture out and take your fashion ideas to the next level, The Factory provides all the tools necessary to do so.

The Beauty Bar: There&#8217;s only one place I know in San Francisco that has a happy hour every Thursday-Saturday from 7:30pm-12am that provides a Dj, manicurist, and martini&#8217;s, The Beauty Bar. Formerly a dive bar that has been converted into a beauty shop bar of sorts using salvaged items from a Long Island hair salon. A perfect selection for girls night out! (photo via thebeautybar.com)

The Drybar: Have you heard about the home of Buttercup, the &#8220;upside down yellow blow dryer&#8221; that receives attention from Southern California all the way up here to San Francisco? No Cuts. No Color. Just blow outs priced at 35 dollars. In addition to blow outs, The Drybar, also provides a sensational menu of other hair goodies such as: shirley temples, hair shots, uptini&#8217;s and more. The BKC: There sits a place on Fillmore street that boast classic aesthetics and antique motifs. It provides urban tradition, vintage sensibilities, and timeless silhouettes for men. It is The Brooklyn Circus SF. There are no lions, tightrope walkers, or clowns in small cars however it was founded by a graphic designing bearded man, Ouigi Theodore. This lofty establishment which was started in Brooklyn but brought to San Francisco, houses vintage clothing, watches, bow ties, belts in electric hues, a flattering and unique house line, and more! The Bull and The Bear: Hidden in Hayes valley, there lives stylish pieces from two sides of the fashion spectrum designed by  two divine seamstresses, Ali Golden and Sarah Tejada. Ali and Sarah have composed personal collections of modern silhouettes in feminine fabrics and pieces inspired by vintage fashion brought up to date with in-the-moment materials.

That does it for this weeks list of SF establishments, enhance your life and weekly activities by attempting to at least visit one of the business listed, it&#8217;s always nice to spread out and get to know your city. With that being said allow us to turn our attention to news from around San Francisco.
In general real estate affairs it&#8217;s been said by Inman News that the real estate market will see improvements for the remainder of this year and well on into 2012. However it&#8217;s unlikely to fully recover until 2013 or possibly even beyond that, according to speakers at last weeks Pacific Coast Builders Conference.
Yesterday SF Mayor, Ed Lee announced that San Francisco has topped yet another list, ranking #1 as the &#8220;greenest&#8221; city in North America according to the 1st North American Cities index. A study took place that compared 27 major US and Canadian cities on environmental performance and policies across 9 nine categories. The outcome of it all was SF&#8217;s ranking as the #1 greenest city. This may be thanks in part to our Recology program, the 100 percent employee owned company that provides collection, recycling, compost, and disposal services, which is responsible for the highest landfill diversion rate in the country.
In other news Nob Hill residents are in for a supreme treat, as the much complained about Cala Food&#8217;s located at California and Hyde street recently had it&#8217;s lease taken over by the highly praised Trader Joes chain, making this the 5th Trader Joes in SF. Nob Hill inhabitants who&#8217;ve long awaited a replacement for Cala Foods, can expect to see the Trader Joes change in mid 2012.

Lately, the city of SF has been making efforts to transform an abandoned rail yard on the eastern shore of Mission Bay into an urban center. The Wall Street Journal recently reported that the center is &#8220;poised for a serious boost from plans by Salesforce.com Inc.&#8221;, which wishes to construct a sprawling corporate campus in the area.
It&#8217;s been stated by urban planning experts that Salesforce arrival has the ability to impart a vital stimulus for a once neglected portion of the city. Mission Bay, which was once a dead section, has recently added highly priced value to the city with the construction of  the new jobs and homes it&#8217;s been providing. However the somewhat flamboyant design of the Salesforces campus has just begun a months long approval process which is also being met with criticism from civic groups and architects who are proclaiming that the corporate nature of the Salesforce development is taking away from  neighborhood feel.
